Permanent Secretaries Agree ‘In Principle’ To Performance-based Pay Structure

Permanent Secretaries have agreed in principle to a performance- based pay structure as part of the transformation of the public sector.

That’s according to Minister of Finance and the Public Service, Dr. Nigel Clarke.

Minister Clarke says he hopes this will form part of the final recommendations to the cabinet.

Finance Minister, Dr. Nigel Clarke, praised the nation’s chief accounting officers for agreeing in principle to performance-based pay.

Minister Clarke says the agreement at the highest level of the civil service suggests permanent secretaries have the best interest of the country at heart.

He was addressing the signing ceremony for two consultant contracts geared towards further transformation of the public service.

Among the contracts is a compensation review for the civil service.

The Finance Minister says the existing systems of compensation in the public sector are often inefficient and burdensome

Dr Clarke says he hopes the new system will be far more streamlined.

The Finance Minister says the recommendations are expected by December next year.

Meanwhile, Dr. Clarke says the switch to a four year negotiating cycle for civil service wages is assisting in fast tracking public sector transformation.

The Minister says the previous two-year period was insufficient to address structural issues.

The four-year negotiating cycle was agreed with public sector unions last year.

Dr. Clarke urged consultants Ernst and Young to move expeditiously in order to meet commitments made to the civil service.
